Citizen Advocacy Center The Citizen Advocacy Center (CAC) is a training and support program for public members serving on health care regulatory and oversight agencies, governing boards and advisory bodies as representatives of the consumer interest. Public members are typically in the minority and are usually without the resources and technical support available to their counterparts from professional and business communities.
